Coffee, cocoa, palm oil, rubber, soy, cattle and wood stay covered — importers need geolocated plots and a due diligence statement filed before placing goods on the EU market.

For coffee the effect is documentary — the UAE already charges 0% — while cocoa beans keep the 5% GCC common external tariff from every origin, since no GCC-bloc agreement covers the major cocoa producers.
